CoE, GLMS, Lotteries, sports movement, public authorities and stakeholders join their voices for the importance of the Council of Europe Convention on the Manipulation of Sport Competitions
Strasbourg, 25 September 2018, GLMS management team attended today the 3rd Council of Europe International Conference on the Promotion and Implementation of the Council of Europe Convention on the Manipulation of Sport Competitions.
GLMS together with its collective Members, European Lotteries (EL) and World Lottery Association (WLA) joined more than 200 stakeholders coming from public authorities, sport organisations, law enforcement agencies, in sending out a strong message for the entry into force of the Macolin Convention. GLMS had a strong presence in the Conference with GLMS Deputy General Secretary, Vagelis Alexandrakis, co-moderating the sectorial workshop for the betting sector. After delivering a presentation, highlighting the importance of betting operators sticking to legal, sustainable and responsible sports betting operations as per the relevant articles of the Convention, Vagelis co-moderated the discussion among representatives of the betting sector.
GLMS General Secretary, Giancarlo Sergi, delivered a statement at the end of the Conference on behalf of GLMS, the European Lotteries Association (EL) and the World Lottery Association (WLA). Giancarlo noted "With our Members across the globe being the traditional supporters of sports, GLMS-WLA-EL have been since the very beginning very supportive of this Convention that will have a vital role in eradicating this phenomenon that jeopardies the very credibility and inspirational value of sports. The Council of Europe Convention on the Manipulation of Sport Competitions indeed constitutes the most elaborate legal instrument against the growing phenomenon of competition manipulations. On behalf of EL-WLA-GLMS and its members, we urge states to proceed with its ratification and implementation of its provisions. We also call upon states to set up a national platform and take concrete measures against illegal sports betting. We warmly thank the Council of Europe for organising this Conference and Lotteries will remain by its side in all its efforts to promote the Convention, notably via their involvement in the KCOOS+ project". The statement of Giancarlo on behalf of GLMS and the Lotteries about the quick entry into force of the Macolin Convention was echoed by numerous high-level personalities from sport organisations, including the IOC and FIFA, the police (INTERPOL and EUROPOL) and the UN (UNODC).

About the Council of Europe Convention on the Manipulation of Sport Competitions (Macolin Convention)
The Council of Europe Convention on the Manipulation of Sports Competitions (or Macolin Convention) is a multilateral treaty that aims to prevent, detect, and punish comptition manipulations in sport. The convention was concluded in Macolin/Magglingen, Switzerland, on 18 September 2014. At its conclusion, it was immediately signed by 15 states of the Council of Europe; it is open to ratification of Council of Europe states and any other state in the world. The treaty will enter into force after being ratified by five states, three of which must be Council of Europe Member-states. Prior to the opening for signatures, there was a 2-year consultation on the drafting of its provisions.
