Germany: The Joint Gambling Authority of the States (GGL) holds joint meeting with state coordinators to discuss sustainable gambling regulation

In Germany, the discussion focused on risk profiles, early detection methods and targeted prevention measures.

Key points:

- GGL and state coordinators discussed tailored approaches to addiction prevention in online sports betting and slot machine gaming

- Automated early detection of gambling addiction and “markers of harm” were examined for use in regulation

- Regular meetings like this between GGL and state coordinators aim to refine Germany’s gambling regulation and addiction prevention efforts

The Joint Gambling Authority of the States (GGL) recently convened with state coordinators in Halle for an in-depth discussion on sustainable online gambling regulation and gambling addiction prevention.

As part of its mandate, GGL has positioned itself as the central hub for coordination among all stakeholders in the gambling sector, emphasising broad, ongoing dialogue that includes both industry input and perspectives from prevention and addiction support organisations.

A key focus of the meeting was the exchange of experiences in addiction prevention and support, especially concerning the distinct challenges in online sports betting and slot machine gaming.

Attendees analysed differing risk profiles among these player groups and reviewed evidence indicating that specific types of live sports betting may pose particular risks for vulnerable individuals.

Additionally, the meeting covered advancements in early detection standards for gambling addiction.

Automated systems for identifying harmful gambling behaviour were a central topic, with discussions on developing standardised “markers of harm” – measurable indicators of problematic gambling patterns.

The GGL has developed its own markers of harm linked to deposit limits which are designed to help providers detect and address signs of addiction.

Feedback from state coordinators provided valuable insights throughout the discussion, underscoring the importance of state-specific approaches to prevention.

As such, the GGL and state coordinators agreed to continue regular exchanges as part of a strategy to refine regulatory standards and enhance the effectiveness of gambling addiction prevention measures.
