Argentina: Online gambling in Buenos Aires budget plans
Legislators in BuenosAires, Argentina’s largest province, are reported to be reviewing the legalisation of online gambling activities as governor MariaEugeniaVidal‘s 2019 budget takes shape.
Under Argentina’s constitutional framework, gambling laws are independently set by provincial jurisdictions, except for the National Lottery.
The first set of proposals put forward by Vidal outline a revamp the province’s legislative gambling framework, with Argentine media reporting that BA’s governing Argentina PROparty hopes to issue an initial seven online gambling licences covering casino and sports betting.
The new legislation would introduce an online revenue tax of 15 per cent, with PRO seeking to generate annual tax revenues equivalent to $60m. For the land-based sector, PRO budget proposals would see the introduction of a new two per cent tax on BA casino and bingo winnings.
The PRO proposals that the approved online gambling licensees serving Buenos Aires would need to maintain a registered corporate presence within the province.
Governor Vidal’s proposal has surprised Argentine political commentators, who had marked BA’s executive as an anti-gambling proponent.
Vidal has defended her position on gambling, stating that she is no fan of arcade and bingo-halls targeting BA’s poorest suburbs.
Furthermore, Vidal and PRO executives have long believed that legalising online gambling, is the logical way to protect Argentine consumers from bad actors.
