Belgium strengthens National Lottery oversight
Belgium has brought two new experts to ensure the compliance of the country’s National Lottery with local laws.
Under the patronage of the Ministry of Finance, the lottery will be overseen by Caroline Dujacquier and Tom Van Caeckenberghe as representatives of Finance Minister Jozef Jambon.
The pair could prove instrumental in a time when Belgium is introducing stricter rules on gambling advertisements, which could potentially affect the lottery’s marketing campaigns, with it already having made its case to the government on prior occasions.
The government’s plans to exclude the lottery from the ban on sports sponsorships and other forms of advertising this year was met with criticism from the industry. While the ban was being considered, the lottery did concede to not advertising its sports betting services during the 2022 World Cup.
Belgian gov’t increases oversight
Both Dujacquier and Van Caeckenberghe were appointed by a Royal Decree issued by King Philippe as part of a departmental update to Belgium’s Gambling Commission, which also brought representatives from four other ministries.
Over the next six years, regulatory duties will also be shared across experts from the Ministry of Justice, Economy, Interior, and Public Health.
All parties will work together to shape player protection policies, analyse the implication of gambling on national health, assess the impact that the sector has on the economic growth, and ensure the market remains compliant with accepted societal norms.
Both the Ministry of Public Health and Economy could have a role in shaping and driving forward Belgium’s policy around gambling sponsorships and advertising in sports.
The two Ministres will have different things to consider – the Ministry of Public Health likely focused on the potential for gambling advertising to fuel problem gambling, while the Ministry of Economy may look at how crucial a financial lifeline sponsorships are to football clubs.
