Caixa Loterias licensed to launch three brands in Brazil’s betting market
Brazil’s Secretariat of Prizes and Betting (SPA) has issued a fixed-odds sports betting and online gaming licence to Caixa Loterias, the lottery arm of state-owned bank Caixa Econômica Federal, authorising it to operate three new brands in the country’s regulated digital betting market until 2030.
The approval, published this week, grants Caixa the right to launch BetCaixa, MegaBet, and Xbet Caixa as part of Brazil’s recently established framework for online betting and iGaming.
The licence marks the federal government’s direct entry into the market, traditionally dominated by private operators, and extends Caixa’s role beyond its monopoly on state-run lottery games. According to the SPA, the authorisation covers both online and physical channels.
As part of the rollout, Caixa, in collaboration with technology partner Playtech, will host a presentation on August 11 at Rede Loterérica stores in São Paulo to explain the operational model to retailers.
The event will focus on gathering feedback from lottery agents. “This is a time dedicated to listening to the network. We want to understand their reality, listen to their experiences, and gather contributions to jointly design a proposal that generates value for everyone,” Caixa stated.
Separately, DEFY has also received an SPA licence to operate the 1xBet brand for virtual sports betting and online games. These authorisations follow Laws No. 13,756/2018 and No. 14,790/2023, which underpin Brazil’s new regulatory regime.
In parallel, oversight of the sector is set to intensify. The Federal Court of Auditors (TCU) confirmed this week that it will conduct an audit of the federal government’s mechanisms to combat money laundering and match-fixing within sports betting and online gaming.
Minister Jorge Oliveira approved the review following findings by a Senate inquiry that pointed to weaknesses in monitoring systems. The audit will examine the certification processes for betting algorithms and the supervision of auditing bodies.
The launch of Caixa’s betting brands comes at a time when Finance Minister Fernando Haddad has expressed criticism of the decision to allow online betting in Brazil, saying that it “should never have been allowed.” Despite this, the SPA has continued to license operators as the market formalises.
Through Caixa Loterias, Caixa already manages Brazil’s official lottery products and remains one of the largest public financial institutions in the country. Its move into digital betting will see it compete with private operators, some of which are now forming a new betting union in São Paulo to represent their collective interests.
Meanwhile, the Senate has postponed a vote on legislation to legalise land-based casinos, bingo, and jogo do bicho, leaving those sectors outside the scope of the current regulatory framework.
