The Giant Awakens: California Targets Sweeps Investors, Operators, Celebrity Promoters

CA Action Portends End of US Sweeps Casino Operations 

A bill introduced today with the backing of the California Nations Indian Gaming Association follows similar lines as the New York legislation passed unanimously this week, making it unlawful to facilitate or promote the operation of illegal online sweepstakes casinos by any "financial institution, payment processor, geolocation provider, gaming content supplier, platform provider, or media affiliate”.  

The language of the bill suggests that California celebrities pushing sweeps casinos - such as Drake, Paris Hilton and Ryan Seacrest- would be subject to liability for their roles in illegal casino advertising and promotion.  

The bill, to which CNIGA members were alerted in a widely distributed email this afternoon, is expected to gain a favorable hearing in Sacramento, where casino gambling is exclusively tribal under state and federal law. 

The move caps an eventful week in sweeps enforcement actions, including the passage of the NY bill, the issue of over 50 cease and desist orders by Louisiana and Mississippi, the signing of a Connecticut sweeps measure, and the advance of a New Jersey enforcement bill.

California’s action - and certainly if, as expected, either Texas or Florida follow suit- would spell the end of viable sweepstakes casino operations in the US.
