WLA Executive Director Luca Esposito Poleo is participating in the The Council of Europe project for Addressing Competitions Manipulation Together (ACT),

All continents face common challenges with the manipulation of sports competitions and issues linked to their rapidly growing sports betting markets.

With the continued expansion of online sports betting in North America, it is important to ensure the appropriate framework and regulations are in place, to reduce the risk of the manipulation of sports competitions, money laundering, and the increase of illegal betting.

The Council of Europe’s project: Addressing Competitions Manipulation Together (ACT), will hold a two-day event from 2-3 April at the Casino du Lac-Leamy, Gatineau, Quebec, Canada, on the theme of Combating the manipulation of sports competitions and illegal betting

 
 

This event is hosted by Loto-Québec and supported by the WLA and the United Lotteries for Integrity in Sports (ULIS).

Experts will discuss key challenges related to sports competition manipulation and illegal betting and provide participants with an overview of diverse approaches to address these issues, including: measures to facilitate international and national cooperation between public authorities (law enforcement and justice), sports organizations, gambling regulators and betting operators.

 Illegal betting and the related manipulation of sports competitions threaten the reputations of the lottery and sports betting sectors and of sports worldwide.

The Council of Europe project for Addressing Competitions Manipulation Together (ACT), aims to promote and enhance the implementation of the Convention on the Manipulation of Sports competitions (aka Macolin Convention), as widely as possible.

The WLA is a strong supporter of the Macolin Convention. We were instrumental in drafting the initial version of the Convention and are aligned with its definition of legal and illegal gaming. We work with different like-minded partners to address issues of illegal betting and match fixing.

Diverse approaches to address these issues, including: measures to facilitate international and national cooperation between public authorities (law enforcement and justice), sports organizations, gambling regulators and betting operators.

The ACT project facilitates:

Raising awareness on the wide scale of sports competitions’ manipulations, how to prevent, identify, investigate and sanction them.

Increasing cooperation among key stakeholders, including: public authorities, sports organizations, competition organizers and sports betting operators at national and international levels through national platforms.

Improving legal frameworks for sports betting regulations, criminal law and whistle-blower protection.
