Gaming regulation must be voted on in Senate after election period in Brazil

Approved in the Chamber of Deputies since February, the bill that regulates the gaming sector in Brazil is still pending in the Senate. The expectation is that the matter will be voted on in the Legislative House in 2022, after the election period. The information was confirmed to local news outlet Bahia Notícias by federal deputy Bacelar (PV), a member of the Mixed Parliamentary Front for the Approval of the Regulatory Framework for Gaming in Brazil.

"We approved it in the first semester, the matter went to the Federal Senate and is awaiting the designation of a rapporteur to go to the Plenary. The expectation is that he will vote this year, the president of the Senate has signaled that soon after the election he would put the matter [on the agenda ] regardless of who is elected," said the parliamentarian this Monday (24).

According to the text approved by the Chamber, casinos may be installed in resorts as part of an integrated leisure complex that must contain, at least, 100 hotel rooms, meeting and event venues, restaurants, bars and shopping centers.

Also according to the article, the casino space must be, at most, equal to 20% of the complex's built-up area, and electronic and roulette, card games and other authorized modalities can be explored.

There may be three casinos when the state's population is greater than 25 million (only São Paulo, according to IBGE's 2021 estimate). For states with more than 15 million and up to 25 million, there may be two casinos (in the case of Minas Gerais and Rio de Janeiro).

In the other states and in the Federal District, with a population of up to 15 million inhabitants, there may be only one casino.

Report in the Senate

Local news outlet Bahia Notícias also found out from sources in Congress that Bahian senator Angelo Coronel (PSD) could be chosen as rapporteur for the matter. He "disputes" with the former president of the House, Davi Alcolumbre, senator of União Brasil for Amapá.
