Proposed Illinois bill allows under-performing casinos to relocate

State Representative Joe Sosnowski rolls the dice on a bill meant to strengthen the Illinois gaming industry and sustain its long-term success in the Prairie State.

Casino gambling was made legal in Illinois in 1990. Since then, the industry has boomed to include 17 casinos, nearly 9,000 licensed video gaming locations and 14 active and approved sportsbooks.

“It’s been clear for years that there’s definitely a handful of casinos that do better than others,” Sosnowski said.

Sosnowski doubles down on House Bill 4070, which allows the three most under-performing casinos to relocate to a new community with the ability to support the jobs and economic activity that comes with this industry.

The community that loses a casino would receive a share of receipts equal to twice what they are currently paid, in recognition of how integral gaming revenue is to a local government’s ability to provide for its residents.

“Not only will the prior location receive their funds,” Sosnowski shares, “but a new location is more than likely going to have a lot more revenue sharing available for local governments.”

The bill would allow for the adjusted gross receipts of all Illinois casinos to be reviewed by the Illinois Gaming Board to identify the most underperforming casinos.
