Cooley Arroyo takes over as Chief Compliance Officer for the NH Lottery

CONCORD, NH – Following a 10-year career in civil litigation with prominent New England law firm Cleveland, Waters and Bass P.A., Cooley Arroyo has stepped into the Chief Compliance Officer role at the New Hampshire Lottery. In this role, Arroyo, a Londonderry resident, oversees the New Hampshire Lottery’s external compliance programs to ensure contractor and licensee compliance with laws, regulations and New Hampshire Lottery policies. Arroyo works closely with charitable gaming establishments and retail sportsbooks statewide, including the New Hampshire Lottery’s exclusive sports betting partner, DraftKings. Arroyo began her tenure as Chief Compliance Officer in September 2024.

The Chief Compliance Officer functions as an independent, objective body who reviews and evaluates compliance across the legal and regulatory landscape; ensures contractor and licensee compliance with applicable laws, regulations and policies; and advises the New Hampshire Lottery on legal and legislative issues. Arroyo took over as Chief Compliance Officer after John Conforti previously served in the role from 2018 to 2024.

“In my experience as a litigator, it was always about confronting challenges and solving problems,” Arroyo said. “I saw the Chief Compliance Officer role as a tremendous opportunity to take on a new challenge that allows me to work collaboratively with the entire New Hampshire Lottery team and its stakeholders and partners to find, identify and implement solutions. In a relatively short time in this role, I have already appreciated being able to meet with our game room operators, business partners and our leadership to understand how I can add value and insight to help us all keep rowing toward a common goal.”

Arroyo is a former shareholder at Cleveland, Waters and Bass P.A., where she advanced from Associate Attorney to Shareholder and Director during her 10-year tenure. Arroyo also served as a clerk for former New Hampshire Supreme Court Justice Gary Hicks through her law school’s externship program in 2014.

Arroyo earned her J.D. from the University of New Hampshire School of Law in 2014, graduating as a Daniel Webster Scholar, and she received her Bachelor of Arts in Communication from Boston College in 2009. Arroyo served on the Capitol Center for the Arts’ Membership Committee from 2015 to 2017 and is a 2016 graduate of Leadership Greater Concord.
