Pennsylvania Lottery Generates More than $1 Billion for Programs that Benefit Older Pennsylvanians for 14th Consecutive Year

Middletown, PA – Pennsylvania Lottery officials today announced that the Lottery generated a profit of more than $1.05 billion to benefit older Pennsylvanians during the 2024-25 fiscal year. This is the 14th consecutive year that the Lottery has generated more than $1 billion to help fund senior programs, including property tax and rent rebates, free and reduced-fare transportation, prescription assistance, and more. “The tagline that you see with Pennsylvania Lottery products — Benefits Older Pennsylvanians, Every Day — is very meaningful to all of us who work for the Lottery. We’re incredibly proud of the fact that the Lottery continues to deliver for seniors across Pennsylvania,” said Secretary of Revenue Pat Browne. “It’s also important to remember that the Pennsylvania Lottery is the only state Lottery that solely benefits older residents. It’s very rewarding that the work we do every day provides programs and services that promote the health and well-being of our older friends and neighbors.”

Since its founding in 1972, the Pennsylvania Lottery has contributed more than $37.2 billion to programs that benefit older adults in the Commonwealth.
Here is a breakdown from the fiscal year that ran from July 1, 2024, to June 30, 2025:
Sales of traditional games, such as Scratch-Off tickets and Draw Games like Powerball® and Mega Millions®, totaled $4.31 billion. The Lottery’s online games, which launched in 2018, generated $881 million in sales.
- Scratch-Off game sales totaled over $2.9 billion — down about $191 million, or about 6.2 percent, from the previous year. These games account for more than 67% percent of total traditional sales. The drop reflects a nationwide decline in Scratch-Off sales, along with growing competition from other forms of gaming and entertainment in Pennsylvania’s highly saturated gaming market.
- Draw Games at retail — including the PICK family of games and Wild Ball, Treasure Hunt, Cash 5 with Quick Cash, Match 6 Lotto, Millionaire Raffle, Cash4Life®, Powerball®, and Mega Millions® — contributed over $1.1 billion. This is a decrease of more than $292 million, or 19.9 percent, from the previous year’s total. This is primarily due to fewer record-breaking Powerball® and Mega Millions® jackpots, which historically boost sales.
- The Lottery’s $831 million in online eInstant play decreased by more than $144 million, or nearly 15 percent, from the prior fiscal year. Online Draw Game ticket sales totaled $49.8 million, a decrease of $13 million, or 20.7 percent.
- Sales of Monitor Games, which include Keno and Derby Cash Horse Racing, totaled an estimated $46.9 million this fiscal year, a slight decrease of more than $2.7 million, or 5.6 percent, from the previous fiscal year.
- More than 2.9 billion in traditional game prizes were paid to winners, a decrease of more than $300 million from the previous fiscal year. A total of 93 winning tickets of $1 million or more were paid to players during the 2024-25 fiscal year.
- More than $737.1 million in prizes were paid out to winners of online eInstant games. This was a decrease of $125.7 million from the prior fiscal year.
- About 9,900 licensed Lottery retailers statewide earned an estimated $216.2 million in regular commissions and over $23.9 million in additional retailer incentives for a total of $240.2 million in total sales and bonus commissions. This equates to 5.57 percent commission on traditional sales.
Delivering for Older Pennsylvanians in the Future
Governor Josh Shapiro recently signed legislation into law that will provide the Pennsylvania Lottery with the flexibility to offer new and more competitive games with higher payouts. This will provide a boost to the Lottery and the programs for older Pennsylvanians that the Lottery funds on an annual basis.
