The Rio de Janeiro State Lottery – LOTERJ published in the Official Gazette this Thursday (3), an ordinance (LOTERJ SEI No. 666/2025) to create and install an Internal Commission with the objective of carrying out research and studies on the requirements and requisites necessary to carry out the Proof of Concept (PoC) of physical equipment such as VLT (video lotteries), POS (Point of Sale), terminals, totems, among other solutions that will be used for the commercial exploration of lottery products authorized by LOTERJ, in accordance with current legislation and under the terms of the Accreditation Notice No. 001/2023. The regulation is signed by the president of LOTERJ, Hazenclever Lopes Cançado.
The result of the research and studies by the commission will be to define the criteria to contemplate the physical operation provided for in the notice for “commercial exploration, in a virtual environment, with online access on a personal device or using a mobile application (Apps), web, VLT (video Lottery Terminal), POS (Point of Sales) or Terminals/Totems, exclusively in a competitive environment, of the Fixed-Odds Sports Betting Lottery Modality”.
The following civil servants were appointed to compose the Internal Commission as full members: Polyana Sayuri Carvalho Yazaki, Rafael de Oliveira Barreiros and Taiane Bem Salermo Martorelli and the alternate members Clarimundo Flores, Daniele de Pinho da Costa and Nacibe Huarde Ribeiro Cade.
The work of the Internal Committee must be carried out within 30 working days, counting from the publication of the ordinance, extendable, provided that the need is duly justified by its members and upon decision of the competent authority. The work will be concluded through the presentation of reports on the activities carried out and the studies that will support the criteria to be used in the Proof of Concept of the equipment.
LOTERJ justifies the need for video lottery operations due to the demand from accredited companies and the need for specific, complementary and updated regulations, including the Proof of Concept for equipment and technological solutions from accredited companies already qualified and authorized by the Authority so that they can operate lottery games and products through physical equipment within the territorial limits of the State of Rio de Janeiro.
The ordinance highlights that the equipment to be submitted to the Proof of Concept (software and hardware) must be certified by an independent testing laboratory, in accordance with the technical requirements adopted by LOTERJ, in addition to the need to ensure that gaming operations maintain the highest level of security through independent security control audits and technical security tests carried out in accordance with the system security requirements adopted by the Autarchy.
Furthermore, the regulation considers the need to specify KYC (Know Your Customer) functionalities, location detection and multifactor verification aiming at the correct identification of the bettor for security and prevention of fraud such as invalid CPF, cancelled CPF, bets by minors, among other possibilities of fraud.
LOTERJ reminds you of the obligation to exclusively use the payment method contracted by the state lottery to process payments for bets and prizes for lottery products, by accredited companies.
The regulation records the need to define the best criteria for prohibiting advertising of games to minors and compliance with the guidelines for regular advertising under the terms of Annex X of the National Advertising Self-Regulation Council – CONAR, aiming at the necessary promotion and preservation of the quality of accredited services, to protect the bettor and prevent compulsive gambling disorders.
