CIBELAE presents a record year and announces its activity plan for 2025

CIBELAE held its 2024 Ordinary Assembly today via teleconference, bringing together its members to review the organization's progress, achievements and challenges in the past year and to plan initiatives for 2025.

CIBELAE President Javier Milián (President of the National Lottery of Charity of El Salvador) highlighted the milestones achieved during the year, emphasizing the in-person events organized: the CIBELAE Conference in March in Buenos Aires , focused on sports betting in Latin America, and the CIBELAE Conference in October in El Salvador , where the prevention of money laundering and innovation were addressed. He also underlined CIBELAE’s active participation in the international meetings convened by the World Lottery Association (WLA) for presidents and executive directors of the different regional associations, held in Nashville (USA) and Paris (France), which consolidate the organization’s role in working together with other global associations.

For his part, the Secretary General, Carlos Liseras Osorio (President of the National Gaming Commission of Paraguay), reported on the notable growth in the number of members who have joined CIBELAE, with 17 new members joining among associate and regular members, which represents the highest growth rate in the history of the organization.

Executive Director Rodrigo Cigliutti presented a detailed report on the training activities, which included:

  • Two in-person seminars with more than 250 attendees.
  • Six webinars with more than 500 participants.
  • Six expanded meetings with more than 200 participants.
  • Collaboration in WLA events, where CIBELAE provided simultaneous interpretation into Portuguese and Spanish.

Among the most relevant milestones, Cigliutti highlighted:

  • The launch of the Anti-Money Laundering certification framework and the creation of the certification committee, with the first applications already received.
  • The signing of an agreement with the University of Concepción in Chile , which includes the use of its platform for the training of CIBELAE members and new training proposals aimed at management levels.
  • CIBELAE's new corporate website , which will be launched in 2025 and will offer exclusive access for members.

He also highlighted an increase in the response rate to requests sent to lotteries, exceeding 60% in all cases.

Calendar of activities 2025

The Assembly also presented an ambitious programme for the coming year, which includes:

  • Marketing and Advertising Seminar: March 25-28 in Buenos Aires (Argentina).
  • Corporate Social Responsibility and Responsible Gaming Seminar: from June 24 to 28 in Foz do Iguaçu (Brazil), with support from Lottopar.
  • 19th CIBELAE Congress: from November 10 to 14 in Asunción (Paraguay), focused on sports betting, betting integrity and the fight against illegal gambling.

CIBELAE reaffirms its commitment to foster cooperation between its members, promote the professionalization of the sector and face the challenges of the future with a strategic and sustainable vision.
