INTRODUCTION
The Multi-State Lottery Association (MUSL) is an unincorporated non-profit association owned
and operated by thirty-nine (39) governmental lotteries (Member Lotteries)1

. There are currently

nine (9) Licensee Lotteries2

. MUSL assists Member Lotteries in the sale of Powerball®, Mega

Millions®, Lotto America®, and 2by2®.

A. REQUEST FOR PROPOSAL

Each MUSL Member and Licensee Lottery reports sales information to MUSL before each multi-
jurisdictional drawing. It is required that lotteries report sales that are identical between two

systems: the central/computer gaming system (CGS), which is responsible for printing tickets and
recording each lottery’s sales transactions to verify a ticket is authentic, and the internal control
system (ICS), which acts as an auditing function to verify the work of the CGS.
Prior to each drawing, information from the CGS and ICS must match, or balance. Every data
entry must be transmitted between the two systems so that ticket sales are verified. Some
lotteries use more than one CGS for different methods of game sales (e.g., traditional counter
sales and internet sales).
Additionally, after each drawing, each CGS and ICS must verify matching winners’ information to
determine whether a Grand Prize jackpot has been won, ensure that game drawings do not result
in parimutuel payouts, and, confirm correct prize payout information.
To further support the Member Lotteries in their missions to offer entertaining games in a socially
responsible manner, MUSL is requesting proposals for a Central ICS as further outlined in this
