The North Carolina Education Lottery is entering new lines of business and needs additional legal staffing to meet the growing needs of the organization. Join the growing legal team as we work to implement sports betting and create the compliance framework for other potential gaming endeavors. The Senior Attorney is responsible for assisting with the coordination of compliance and legal services to executive management, the gaming compliance and sports betting division, and other staff members of the Agency. The Senior Attorney will provide a full range of legal services and advice to protect the Agency and ensure both the Agency’s and the regulated public’s compliance with all applicable laws, rules, and governing documents.

Responsibilities:

 

Provide support, advice, and guidance to the Gaming Compliance and Sports Betting division pertaining to compliance with and enforcement of gaming laws and regulatory rules.

Draft policies, regulatory rules, compliance documents, and vendor application and approval procedures for new lines of gaming and review, evaluate, and, as necessary, propose changes to existing rules, policies, and procedures.

Negotiate, along with departmental personnel, and draft documents, procurement agreements, contracts, and game, promotion, and drawing rules to minimize risks and maximize legal rights.

Provide advice and counseling by evaluating and weighing multiple inputs and impacts of any decision or course of action with ethics and integrity. Conduct research necessary to analyze legal issues, including examining statutes, judicial decisions, and other authoritative sources to provide clear and concise responses and timely resolution.

Provide legal advice regarding compliance audits, investigations, and responses to consumer complaints.

Ensure the organization conducts its business in compliance with applicable laws and regulations and the highest ethical standards.

Anticipate issues and estimate risks strategically; identify proactive solutions that will eliminate or mitigate risks.

 

Requirements:

 

The preferred candidate will have 8-10 years of legal experience, including at least 3 years of experience working for organizations in the sports betting, gaming, or lottery industries. Relevant legal experience may also include work on behalf a regulatory agency or a licensing board.

Juris-Doctor Degree from an accredited law school;

License to practice law in the State of North Carolina, or if licensed in another state, eligible to obtain licensure from the NC State Bar within one (1) year of hire.

  • • Valid State Driver's License is preferred.
  • • Ability to develop and implement legal strategy and objectives.
  • • Ability to anticipate and respond to legal issues or risks.
  • • Exceptional interpersonal skills, with all levels of supervisory and non-supervisory employees, Commission members, outside counsel, others inside and outside of NCEL.
  • • Ability to work independently and complete all tasks timely and accurately.
  • • Ability to perform complex research and effectively communicate the results in a meaningful way.
  • • Knowledge of and experience with administrative rules, procedures, and hearings.
  • • Knowledge of State and Federal laws (preferably including gaming laws) affecting the organization's business and ability to provide clear and concise summaries and evaluations of such.
  • • Ability to write clearly, concisely, and effectively.
  • • Ability to organize and manage the lifecycles of multiple contracts, initiatives, and policies.
  • ***This position is eligible for partial telework within North Carolina.***

    Hiring Rate: $109,490 - $123,186 depending on experience
