NJ Lottery Announces Proposed Rulemaking -The requested change consists of an amendment that would allow lottery couriers applications to offer internet and mobile gaming, as well as online sports wagering through a shared or separate wallet.

TRENTON (OCT. 5, 2022) – The New Jersey Lottery has published a Proposed Notice of Amendment to an existing rule and a Notice of a New Rule, as required by law. The Notices have been published in the New Jersey Register, the Star Ledger, on the Department of the Treasury website and on the public notice section of the Division’s own website. Interested persons are afforded the opportunity to submit written comments on the proposed rule changes.

The first rule proposal seeks to amend N.J.A.C. 17:20-12.6, which states that lottery courier service websites and mobile applications can only sell Lottery authorized games. The requested change consists of an amendment that would allow lottery couriers applications to offer internet and mobile gaming, as well as online sports wagering through a shared or separate wallet.

Only registered courier services are legally authorized to operate in New Jersey. To confirm if a company is registered with the New Jersey Lottery, visit the NJLottery.com website and look in the Retailer/Courier section to see all registered entities.

The second proposal is a new rule, N.J.A.C. 17:20-1.5, that would allow the Division of Lottery to directly sell Lottery tickets for draw-based games through its website and mobile applications to consumers in New Jersey.

For more information on the proposed rule amendment and the proposed new rule, visit the Public Notice section of the Lottery website. To comment on a proposed rule, interested persons must submit written comments by November 18, 2022 to:
