Maintenance of licensing, hardware and software of existing F5 systems, and upgrading of Mifal Hapayis systems

 1.1. Mifal Hapayis (hereinafter: the "Plant") hereby invites bids for the maintenance of the licensing, hardware and software of the existing F5 systems, and upgrading of the systems at the Lottery Company (hereinafter: "the Works" and / or the "Services"), "The Tender").

  • Period of engagement :
    1. 2.1. The engagement period will begin on the date of the winning notice to the supplier and will last for 36 months (hereinafter: the "Contract Period").
    2. 2.2. The plant will be entitled, at its sole discretion, to extend the period of the contract in additional periods for which the cumulative duration will not exceed an additional 48 months (hereinafter: the "Option Period").
    3. 2.3. Notwithstanding the foregoing, if in the course of the contract Mifal Hapayis will purchase from the supplier a product whose warranty period exceeds the contractual period, the supplier will provide the plant with all the services included in the warranty for the product. In addition, insofar as during the engagement, the supplier will provide the service until the end of the service period that was purchased.
  • Threshold conditions : 
    Only a bidder who meets all the following threshold requirements, cumulatively, may participate in the tender on the last date for submission of bids for the tender:
    1. 3.1. A bidder is a duly registered corporation in Israel.
    2. 3.2. The Bidder is certified by the F5 system manufacturer as a business partner at the GOLD level at least.
    3. 3.3. During the 36 months preceding the last date for submitting bids, the Bidder actually maintains at least 4 F5 systems with various customers in Israel, which meet the following conditions:
      1. 3.3.1. All systems include ASM module.
      2. 3.3.2. At least 2 out of 4 systems include an APM module.
      3. 3.3.3. At least 2 out of 4 systems include a LTM module.
      4. 3.3.4. At least two of the systems were installed and assimilated by the bidder himself. It is hereby clarified that in order to comply with this sub-section, the installation and implementation could have been carried out on the date preceding the 36 months preceding the last date for submitting bids.
    4. 3.4. The Bidder operates its own support center for malfunctions that operates 7X24 and is located in Israel.
    5. 3.5. The Bidder has all the approvals required under the Public Entities Transactions Law, 5736-1976.
  • Guarantees :
    1. 4.1. Tender guarantee: Not required.
    2. 4.2. Performance guarantee: in the amount of 10,000 NIS.
  • The tender is a tender with a one-stage examination.
  • Mifal Hapayis reserves the right to hold another competitive proceeding in the event of identical bids, as stated in the terms of the tender.
  • The contents of this advertisement do not exhaust the terms of the tender appearing in full in the tender documents. In any case of contradiction or non-conformity, the provisions of the tender documents shall prevail.
  • Getting the Auction Brochure :
    1. 8.1. The tender booklet can be obtained (free of charge) at the offices of Mifal Hapayis, Procurement and Tender Division, 1st floor at 3 Haftman St., Tel Aviv, Sunday through Thursday from 8:00 to 4:00, / 9/18, against the signature of the authorized signatory on behalf of the bidder on a declaration of confidentiality .
    2. 8.2. A supplier registered with the purchasing system of the factory may request that the tender contract be mailed to him (without having to reach the factory offices).
    3. 8.3. At the time of taking the Tender documents, the recipient of the Tender will deliver the details of the Bidder on the details form of the Bidder attached hereto .

  • Submission of the Proposal to the Tender :
    1. 10.1. The deadline for submission of bids for the tender is Wednesday, October 17, 18 at 10:00.
    2. 10.2. The bidder shall attach to his bid all the documents and approvals as specified in the tender documents.
    3. 10.3. The bids will be submitted by manual delivery only to the tender box in the purchasing department.
