The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Director, Sports Wagering Regulations and Oversight. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Lottery and Gaming (OLG), Sports Wagering Regulation & Oversight Division. This position is responsible for providing strategic leadership, planning, direction, and evaluation of the OLG’s sports wagering operations and regulation Division. The incumbent reports to the Chief Operating Officer of the OLG and is primarily responsible for developing, implementing, and managing short and long-range goals for sports wagering licensing, compliance and enforcement, financial investigations and audit services. The incumbent also supports the OLG in meeting its business plan, objectives, revenue targets, and transfer goals.  In addition, duties include but are not limited to:

 

  • Establishing policies and operating procedures for regulating privately-operated Sports Wagering based on federal and District laws and regulations, to ensure licensed operators adhere to Anti-Money laundering (AML), Know Your Customer (KYC), FinCen, other regulatory requirements and compliance program
  • Overseeing the implementation of policies and procedures, communicating policies and procedures to OLG staff, and ensures internal compliance with policies and procedures
  • Building and leading the Division through the oversight and supervision of unit managers
  • Guiding subordinate managers in carrying out strategic plans, goals, and objectives for their unit, and assuring implementation of the goals and objectives
  • Defining success, identifying Key Performance Indicators (KPIs), and evaluating the Sports Wagering regulation program for effectiveness
  • Remaining abreast of latest trends and advancements in sports wagering and advising on best practices of sports wagering security, integrity, fraud controls to ensure licensed operators in compliance with federal and District laws and regulations
  • Overseeing licensing, compliance and enforcement of sports wagering regulated by the OLG
  • Overseeing the intake and review of applications from prospective Sports Wagering Operators, Management Service Providers, Suppliers and persons required to obtain a sports wagering occupational license.
  • Overseeing financial investigations and audits responsible for determining the financial suitability of Sports Wagering license applicants
  • Examining and reviewing the financial and accounting records of Sports Wagering Operators and Management Service Providers ensuring compliance with internal control standards, and federal and District laws and regulations
  • Performing related duties as needed

 

MINIMUM QUALIFICATIONS: Seven (7) years of progressive experience providing strategic leadership and oversight for the compliance and financial operations of a highly regulated environment.  Prior experience in operational compliance of license holders in the U.S. gaming and casino industries; to include establishing and ensuring internal controls are adhered to. Working knowledge of financial crimes, and consumer protection and privacy laws and regulations, including but not limited to, U.S.C Title 31/Bank Secrecy Act; Anti-Money Laundering Policies (AML); Financial Crimes Enforcement Network (FinCEN), as well as other relevant Federal and District laws, and regulations governing the gaming industry.  A bachelor’s degree in criminology, law, finance, business administration or a related field is preferred
