The California State Lottery is looking to fill a position for a Deputy Director of Operations for our department's Operations Division.

 

Position Responsibility Highlights:

  • Plan, organize, direct, oversee, and evaluate the department’s operational support functions which include the procurement program, business services, policy, facilities management, and mailroom services.
  • Directly supervise two Branch Chief positions, the Business and Acquisitions Services Branch Chief, and the Facilities and Business Services Administration Branch Chief, and an Executive Secretary.
  • Manage, supervise, and direct subordinate managers in planning, developing, and coordinating day-to-day BASB operations, including the Lottery’s procurement program, contract administration services, enterprise-wide policy administration, mailroom, and reprographic services, the Lottery’s Boards and Outreach activities, business continuity planning, and internal division support functions.
  • Manage, supervise, and direct subordinate managers in planning, developing, and coordinating day-to-day FBSAB operations, including the Lottery’s facility management program, business service functions such as the records retention program, asset management, and vehicle and driver administration program, custodial services, and LEED/Sustainability program functions.

Working Conditions

This position is headquartered at the Lottery's Headquarters in Sacramento, CA and is eligible for a remote-based telework schedule with two days per week required in office presence. Employees must be able to report to their assigned headquarter office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee.

 

Job Description and Duties

Under the administration direction of the Director, the Deputy Director of Operations is a key advisor to the Director on recommending policies on issues relating to all aspects of the Lottery's procurement program, facilities management, and business services. The Deputy Director will have overall management responsibility to plan, organize, and direct the Department's Operations Division.

 

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Proven experience in leading and managing complex, multi-administrative programs in support of an entire organization such as Procurement, Business Services, Policy, Facilities Management, and Mailroom Services.
  • Excellent communication skills - both verbal and written.
  • Proven ability to work effectively with internal and external stakeholders.
  • Thorough knowledge of relevant laws, regulations, and policies of federal, state, and local agencies, as well as federal and state legislation pertaining to the duties of this position.
  • Knowledge of and experience managing an annual budget.
  • Proven experience in overseeing ongoing risk mitigation efforts including risk identification, avoidance, transference, control, and acceptance.
  • Ability to think broadly, politically, and analytically to effectively navigate and address a variety of workplace operational situations.
  • Strong leadership and management team experience demonstrating an ability to set goals, objectives, and expectations; encourage growth and initiative at all levels; use sound judgment in managing staff within a diverse multi-disciplinary organization; coach and mentor employees to create a work environment that stimulates learning, upward mobility, encourages growth, and recognizes individual achievement to ensure peak performance and employee retention.
  • Ability to exercise good judgment, remain calm in the face of challenging situations and conduct oneself in a manner that reflects professionalism at all times.
  • Experience leading workplace culture change including process improvements and effective change management.
