Spelinspektionen orders Evoke Gaming Ltd to take control measures regarding the identification of players

According to the Gaming Act, only persons who are resident or permanently resident in Sweden may be registered for online gaming. Evoke Gaming Ltd shall ensure that customers who have been manually verified during the period 1 January - 31 July 2019 have been resident or permanently resident in Sweden in accordance with ch. § 1 of the Gaming Act. Evoke Gaming Ltd must submit a report to the Swedish Gaming Inspectorate no later than 9 November 2021 regarding what measures it has taken or intends to take.

Gambling inspectorate Spelinspektionen has ordered William Hill’s Evoke Gaming subsidiary to re-verify player accounts registered in 2019.

During the period of January to July 2019, Spelinspektionen discovered a number of verification issues relating to clients registered by Evoke brands.

The inquiry by Spelinspektionen focused on Evoke’s administration of its licence responsibilities, which required clients to be verified according to the new Swedish Gambling Act, which went into effect on January 1, 2019.

In order to comply with new purchases, Evoke permitted existing customers to ‘manually check’ their information by submitting personal papers for ID verification.

Insufficient administration

However, Evoke’s administration was ruled insufficient by Spelinspektionen, who found that the documents recorded could not verify clients’ addresses, IP addresses, or social security numbers, all of which are required by the Gambling Act.

In response to Spelinspektionen’s decision, Evoke stated that it had asked current clients to manually submit ID documents required by the Gambling Act, such as driver’s licences, passports, and national ID cards.

According to Spelinspektionen, licenced operators must conduct customer background checks on social security numbers and compare them to the national self-exclusion registry Spelpaus.se.

As a result, Evoke has been required to submit a report to the inspectorate detailing the steps it has taken to re-verify users who played during the disputed time by November 9, 2021.

Mr Green, William Hill’s European online gaming company, was fined SEK 30 million (€3 million) by Spelinspektionen last month for AML and failing to meet customer service obligations.
